Yes. Many readers have pronunciation habits nobody ever corrected, because nobody was listening closely. Your teacher hears every word, corrects each mistake as it happens and builds speed only once the reading is accurate. Accuracy comes first; fluency follows from it.

Yes. Tajweed is applied in every lesson, through the verses you are reading, rather than taught as a separate list of rules. Read aloud to a teacher who corrects you, a little and often, and listen to a good reciter between lessons. The homework in your class report says exactly what to practise, often listening to the surah you are working on, recited by Sheikh Mahmoud Al-Husary, and reading it back. Both. Children from five read in shorter lessons with a parent welcome to sit in; see online Quran classes for kids. Adults learn at their own pace, with nobody else in the lesson; see online Quran classes for adults. Women and girls can ask for a female teacher.

When you read fluently, your teacher will suggest the next step: deeper study in the online Tajweed course, or memorising with the Quran memorization course. Native Arabic speakers who teach live from Egypt, with clear, accurate recitation. They are fluent in English, so every correction is explained in English. Lessons are 30, 45 or 60 minutes, two to five days a week, at times you agree with your teacher in your own time zone, around school, work and family. If your reading needs a lot of correcting, shorter lessons on more days let the teacher hear you every few days, before old habits settle back in. A class report: the teacher's remark, a summary of what was read, the homework and a note. Each month there is a Student Report with achievements, progress and learning objectives, and the dashboard shows where you have reached. Parents of younger students see all of it, so they can follow the reading without knowing Arabic themselves.
